CIP: Lockup Accounts & Staking Rewards

This forum is meant to facilitate discussion on the proposed CIP (https://github.com/celestiaorg/CIPs/pull/253). This CIP proposes locking staking rewards based on the lockup schedule of the underlying account.

It’s worth noting that some token lockups are enforced off-chain by custodians. The Foundation is working with custodians to apply the staking reward lock to offchain-locked tokens, alongside the community’s implementation of this CIP.
