I believe this program shouldn’t be limited to validators. Validators already benefit from the foundation delegation program, which covers 50 validator slots—half of the active set. Introducing another program exclusively for validators doesn’t seem appropriate.
First, it would further concentrate too much control in the hands of the foundation. Second, after reviewing the responsibilities involved, many of them don’t require validator-specific expertise, and thus shouldn’t be limited to validators.
I’d like to suggest a different approach: open the program to everyone in the community to help grow the ecosystem. It could be structured more like a grant program, with phased funding, where capable contributors can apply and participate regardless of whether they run a validator.
