Reserve room in the switch for the validator set

for the FMO #1479, validadtors and consensus nodes need to find validators. This is ofc a form of service discovery #1874. Since we're relying on crawling the network for peer discovery, we should reserve room in the switch for the validator set in all nodes. This will result in validator discovery, since as node's crawl the network they will keep validator connections.

This has the benefit of making it trivial for validators to find peers since everyone will always have room for them. Note that this does not guarantee that validators will remain connected no matter what! If a validator does something that warrants disconnections, then they will be disconnected.
