Upgrade Notice
Consensus nodes on the arabica-11 network are should upgrade to this release at their earliest convenience. This is a patch release, therefore if the instruction for upgrading to v3.0.0-arabica have already been followed, then nothing else is required to upgrade beyond upgrading binaries.
